On the organization of measures to implement the National Sustainable Development Goals for the period until 2030

In accordance with the resolution of the United Nations General Assembly No. 70 adopted at the UN Summit on Sustainable Development in September 2015, the Cabinet of Ministers adopted Decree No. 841 of October 20, 2018 “On measures to implement the National Sustainable Development Goals for the period until 2030. "

The Decree provides for the formation of Expert Working Groups in the areas of economic well-being, social protection, healthcare, education, the environment and effective management to ensure intersectoral coordination of an integrated approach to the implementation of the SDGs, development and introduction of a development concept for each sustainable development goal for the period to the Coordinating Council up to 2030 (for each goal).

The resolution also provides for the formation of interdepartmental working groups on National SDG indicators in order to develop a system of indicators for monitoring, the creation of a website for the National SDGs, the inclusion of data collection in the program of State statistical work, the development of annual reports on the work performed to implement the National SDGs and ensure the publication of the Annual a compendium on statistical indicators of achievement of the National SDGs, as well as the annual preparation of the National Reports of Uzbekistan on re the nationalization of the SDGs.

Based on the foregoing, as well as in order to organize and implement the National Sustainable Development Goals and Tasks for the period up to 2030:

  1.  Approve:

the composition of the Expert groups in the areas of "Economic well-being", "Social protection", "Health", "Education", "Environment" and “Good Governance” (hereinafter referred to as the Expert Groups), to ensure intersectoral coordination and an integrated approach to the implementation of the SDGs, according to Annexes Nos. 1-6;

the composition of the Interdepartmental Working Group on National Indicators of the SDGs (hereinafter referred to as the Interdepartmental Working Group), according to Appendix No. 7.

  1. Consider the main tasks:

Expert groups - ensuring intersectoral coordination and an integrated approach to the implementation of the SDGs, preparing Development Concepts for each goal and preparing an annual action plan, as well as general monitoring of the implementation of the National SDGs;

An interdepartmental working group - the formation of a system of indicators for the National SDGs, the phased introduction of indicators into the statistical work plan, the development of a methodology for newly introduced indicators, the collection and publication of indicators for indicators on an ongoing basis;;

  1. Heads of expert groups (M. Mirzaev, D. Sultanov, B. Yusupaliev, Sh. Shermatov, B. Kuchkarov, S. Saidkarimov):

by April 2019, ensure the development of a development concept for each goal in the field of sustainable development for the period until 2030, with subsequent submission to the Ministry of Economy;

by July 2019, ensure consideration and approval of the target parameters of the national SDG indicators approved in the Statistical Work Plan, including with the support and through consultations with UN agencies, for subsequent submission to the Ministry of Economy;

by August 2019, develop and submit thematic reports in their areas to the general national report on the implementation of the National SDGs with their subsequent submission to the Ministry of Economy;

ensure the preparation of a quarterly report on the work done to implement the National SDGs for subsequent submission to the Ministry of Economy.

  1. Interdepartmental working group (B. Begalov):

Before January 1, 2019, determine the list of existing indicators already available in the statistical work plan and the list of indicators available in ministries and departments;

Before February 1, 2019, develop a strategy for the phased implementation of indicators in the statistical plan for the years to 2030.

  1. To the Ministry of Economy of the Republic of Uzbekistan (B. Khodjaev):

by January 1, 2019, ensure the development and submission to expert groups of a Model structure for a development concept for each goal in the field of sustainable development for the period 2030;

by May 2019, ensure that the Development Concepts are submitted to the Coordinating Council for each goal in the field of sustainable development for the period up to 2030 based on the proposals of the Expert Groups;

by November 2019, ensure the collection and submission of thematic reports on areas in the general national report on the implementation of the National SDGs for its subsequent submission to the Coordination Council;

continuously monitor, coordinate, analyze and evaluate the progress of the implementation of the National SDGs.

  1. The control over the execution of these orders is assigned to the Minister of Economy of the Republic of Uzbekistan B. Khodjaev and to the head of the Consolidated Information and Analytical Department of the Cabinet of Ministers of the Republic of Uzbekistan R. Gulyamov.
